Position Summary The Program Manager –NC Workforce Resource Center manages the local SCSEP activities of the NC -Workforce Resource Center. Responsibilities and Essential Duties of the Program Manager- NCOA North Carolina Resource Center Develops annual work plan for the designated Workforce Development Resource Center and adjusts as necessary during the year. Keeps the Deputy Director of Workforce Development informed of progress, problems and general activities of all mature worker programs administered by the designated NCOA workforce Resource Center; assures that all NCOA policies and directives are implemented by assigned staff. Establishes and maintains office space and facilities, including satellite offices, necessary for the successful operation of programs administered by the local NCOA workforce Resource Center. Recruits, trains, supervises and evaluates assigned staff, participant staff/ monitors through personal consultation and reporting documents; assesses and monitors the quality and quantity of their work and provides training to address any program operational issues. Develops and maintain an effective and efficient participant recruitment, selection and assessment process. Ensures all participants are assessed through the Benefits CheckUP Program, Job Source Assessment tool and other assessment tools. Assures effective systems and procedures are developed and uniformly adhered to for tracking subsidized participants, community service hours, and training sites for the SCSEP and other mature worker programs. Identifies appropriate training site agencies and maintains communication with these agencies to assure positive training experiences for participants. Provides staff support for the local NCOA Workforce Resource Center Advisory Council. Plans and executes regular participant and training site meetings as required by funding sources. Prepares and submits monthly activity reports to the Deputy Director of WDD and the designated Program operations Director. Works effectively with NCOA Finance, manages budget and provide fiscal oversight and analysis as needed. Maintains all other required records and reports, evaluations, necessary to assist the WDD Management Staff and related funding sources. Develops unsubsidized placements for job ready participants and executes activities to meet all DOL performance measures requirements. Works effectively with community leaders, public and private agencies, community colleges/universities, including One Stop Career Centers, Workforce Investment Boards, State Title V, to obtain support for program goals and acceptance of mature workers. Promotes visibility of NCOA, SCSEP and mature worker issues by collaborating with businesses, community groups, media representatives, and public/private agencies. As a member of the NCOA Workforce Development Division staff, participates in staff meetings and trainings, as required by the Division. Utilizes parts/equipment maintained in Company-provided vehicle. In addition, utilizes local accounts/distributors to procure parts as needed.5. While on-site for lighting repairs, reviews entire facility conditions and subsequently completes general maintenance repairs (identified as needing-completion), which include canopy, site work, store equipment, general plumbing, etc.6. Consults with Manager, General Maintenance or Dispatch Department (as appropriate) when problem requires outside contractor assistance, is a re-occurring maintenance issue, or parts are not in truck inventory and may not be procured locally.7.
